SOURCE: no tail light, brake light, or marker lights but
Start off by checking all your bulbs and fuses, sometimes one burned out bulb will affect other lighting systems. Next thing I'd do is look for a bare wire (short) somewhere in the system.
SOURCE: tail light and front and rear fender marker lights don't work.
under the side panel on the left side as you sit on the bike if you have a fairing from the factory there can be an extra fuse box there

According to the schematic I'm looking at, your 1997 model Sporty came with front marker lights but not rear marker lights. To make sure, take the lens off of your turn signal light in the rear. Take the bulb out. Now, does the bulb have one or two filaments? If it only has one, then you don't have marker lights.

SOURCE: keep blowing fuse on fender
You will boil your battery with 18 Volts on it but that won't blow your fuse. I would look for chafed wires or the light socket itself.
