Is this a windows notebook? How did u install the drivers?

It will be almost impossible to help with such limited information. You can try the simple thing. Like unplug and plug the battery again. Or when you power it on try to keep on pressing the button F2 to check if it will let you in the BootMenu.

sounds like the bios battery is dead , it looks like a watch battery and may be soldered to the motherboard. I would trash it and get something newer. any new android phone or tablet would be better.I would suggest the 7 inch fire tablet for $50

That's a control panel application that should only start when you're actually trying to get into your control panel to perform some kind of system function. You may have picked up some malware that's attempting to get in there, or have an unfinished install/uninstall that's causing the error to pop. Without more to go on, there's really not much I can do for you, other than to suggest a restore of the system to factory setup.
